China has unveiled an ambitious five-year blueprint to propel the modernization of its agricultural and rural sectors from 2026 to 2030. This strategic plan, released by the State Council, aims to bolster food security, elevate agricultural productivity, and enhance living conditions in rural communities. By the end of the decade, China aspires to fortify its food security and elevate the quality and global competitiveness of its agricultural sector, building on its substantial progress in poverty alleviation.
A key objective of this initiative is to increase China’s grain production capacity to approximately 725 million tonnes by 2030. Additionally, the plan mandates that the pass rate for routine agricultural product quality and safety inspections consistently remains at or above 98 percent. The comprehensive strategy encompasses goals related to meat production, green agricultural advancements, rural sewage management, technological innovation, and boosting farmers’ income.
Chinese officials emphasize that the plan is geared towards improving the quality and efficiency of agricultural output, ensuring stable grain and essential food supplies. In response to rising consumer demand for nutritious and high-quality agricultural goods, the plan underscores the importance of advancing agricultural science and technology, expanding modern farming methods, and increasing farmers’ earnings. The overarching aim is to transform agriculture into a more sophisticated and sustainable industry, while fostering balanced urban and rural development.
Notable initiatives within the plan include the expansion of high-standard farmland, enhancement of agricultural research and innovation, development of cold-chain logistics infrastructure, and the promotion of artificial intelligence in agriculture. The government also intends to modernize agricultural processing and encourage eco-friendly farming practices. Support will be extended to emerging sectors such as intelligent breeding technologies, new-energy agricultural machinery, low-altitude agricultural applications, bio-manufacturing, and innovative food production.
This new agenda builds on recent milestones in China’s agricultural sector. In 2025, the nation achieved a grain output of nearly 715 million tonnes, marking the second consecutive year with production exceeding 700 million tonnes. Scientific and technological advancements have played a pivotal role, contributing over 64 percent to agricultural development. By 2030, China aims to elevate this contribution to 67 percent, further integrating technology into its agricultural growth strategy.
