Russia, China Block UN’s Innovative Tech Plan for Iran Sanctions Monitoring

The veto by Russia and China of a United Nations Security Council resolution could hamper the monitoring of sanctions against Iran, raising concerns about oversight of Iran’s nuclear activities. With the expert panel’s mandate not renewed, there is uncertainty surrounding the enforcement and reporting of existing sanctions, which were initially reinstated through a “snapback” mechanism in 2025.

On Tuesday, the resolution, which sought to extend the mandate of UN experts overseeing compliance with sanctions against Iran, was rejected with 11 votes in favor, while Russia and China opposed it, and Somalia and Pakistan abstained. Despite this setback, the sanctions targeting Iran’s assets, arms-related activities, and ballistic missile program remain in place.

The United States had championed the resolution, asserting that the independent monitoring was crucial for documenting potential violations and efforts to circumvent the sanctions. However, Russia contested the legality of the snapback mechanism that reinstated the sanctions, arguing that the proposal to extend the experts’ mandate lacked a solid legal foundation. China’s opposition also contributed to the resolution’s failure.

This development occurs amid ongoing international apprehensions about Iran’s nuclear program. UN nuclear inspectors have faced challenges in verifying the status of Iran’s enriched uranium reserves following attacks on Iranian nuclear facilities earlier in 2025. Without the expert panel, questions linger about how sanctions compliance will be effectively tracked and communicated to the Security Council.
